New Zealand to Double Defence Spending 9 Apr 12:36 AM (yesterday, 12:36 am)

09 April 2025

TSAMTO -- The New Zealand government will increase defence spending in the 2025/26 financial year to NZ$9 billion (US$5 billion) and plans to increase this amount to 2% of GDP over the next four years, for which an additional NZ$12 billion will be allocated.

Details of the new Defence Capability Plan were outlined in a speech by Prime Minister Chris Luxon, who called for increased defence spending to ensure security in the new geopolitical environment, Radio New Zealand reports.

The country's defence spending for the new financial year is said to be a significant increase from the New Zealand Defence Force's budget of just under $5 billion in 2024/25.

Over the next four years, the plan calls for investments in projects such as purchasing Javelin antitank missiles and unmanned aerial systems, replacing naval helicopters, and extending the service life of frigates.

The plan calls for increased military spending and stronger ties with Indo-Pacific countries to address climate change and strategic competition between the West, China and Russia.

New Zealand's first quadrennial national security review was originally scheduled to be released in 2023, but its launch has been delayed for various reasons.

The New Zealand Defence Force has been systematically underfunded for the past few decades, with defence spending amounting to just over 1% of GDP. (TSAMTO)

Multi-billion dollar Defence plan unveiled

Prime Minister Christopher Luxon and Defence Minister Judith Collins have released the Government’s plan which outlines planned commitments of $12 billion of funding over the next four years, which includes $9 billion of new spending by the Government.

“Global tensions are increasing rapidly and New Zealand has stepped up on the world stage, but our current Defence spending is simply too low” Prime Minister Christopher Luxon says.

“This blueprint has been designed with a 15-year horizon but deliberately focuses on critical investments needed in the next four years to ensure our Defence Force can adapt as the world around us changes.”

The 2025 Defence Capability Plan outlines indicative investments to ensure the NZDF is:

-Combat capable with enhanced lethality and deterrent effect: This includes increased strike capabilities which will increase our ability to deter actions counter to New Zealand’s interests.

-A force multiplier with Australia and interoperable with partners: New Zealand and Australia have committed to modernize our alliance and further strengthen our bilateral defence relationship including the development of a more greatly integrated ‘Anzac’ force.

-Innovative and has improved situational awareness: Innovation in this plan covers new ways of doing things, exploring new technologies for the NZDF such as uncrewed vehicles and new space technologies and increased funding for Defence Science and Technology.

In the next four years, significant investments include:

-New maritime helicopters – which add combat and deterrent capability to our naval fleet in support of national security objectives

-Network Enabled Army – investments which focus on ensuring our Army can communicate securely and work with our partners

-Javelin anti-tank missile upgrade – investment in the new version of the Javelin guided anti-armour missile system

-Replacing the Boeing 757 fleet with new aircraft to transport personnel and freight where they need to be – from personnel to diplomatic and trade missions.

Defence Minister Judith Collins says the world is inherently more dangerous and our personnel are at the frontline of New Zealand’s security.

“They cannot do their jobs without the right equipment and conditions.  This plan outlines what resources, equipment and support we need to modernise the NZDF to operate now and in the future,” Ms Collins says. (NZDF)

09 April 2025

Keel-laying ceremony for RSN OPV based on the Potsdam-class (photos: RSN)

Earlier today, we witnessed the Keel-Laying Ceremony for our first two Offshore Patrol Vessels (OPVs) at Western Baltic Shipyard in Klaipėda, Lithuania.

The ceremony was officiated by our Chief of Defence Force Vice Admiral (VADM) Aaron Beng, and attended by our Chief of Navy Rear Admiral (RADM) Sean Wat, as well as guests and representatives from the RSN, DSTA Defence Science and Technology Agency, Fassmer, BLRT Grupp, ST Engineering Marine, and Lithuanian Navy. The keel is the "backbone" of the ship, and the keel-laying is akin to the "birth" of the ship in the shipyard!

The OPVs are expected to join the RSN from 2028 onwards, and will progressively replace our existing Sentinel-class Maritime Security and Response Vessels (MSRVs).

Based on the Potsdam-class OPVs in service with the German Police, our OPVs were designed by Fassmer, and are being built in Lithuania and Germany.

US to Provide PH with Anti-ship Missile System to Boost Indo-Pacific Presence 7 Apr 8:17 PM (2 days ago)

08 April 2025

A Navy Marine Expeditionary Ship Interdiction System (NMESIS) launcher with NSM missiles (photos: USMC)

MANILA, Philippines — US Defense Secretary Pete Hegseth on Friday vowed to provide the Philippines with an anti-ship missile system to improve interoperability, strengthen its ability to deal with conflict and boost maritime domain awareness in the Indo-Pacific Region.

Hegseth gave this assurance in a press conference in Camp Aguinaldo where he talked about the transfer of the US Navy-Marine Expeditionary Ship Interdiction System (NMESIS) to the Philippines ahead of the Balikatan exercises between the two countries in April.

Hegseth said the US would also be conducting bilateral special operation forces training in Batanes.

Hegseth and his Philippine counterpart, Defense Secretary Gilberto Teodoro Jr., agreed to prioritize defense industrial cooperation which he dubbed as "critical" as this includes co-producing unmanned systems and increasing combined logistics support.

"These systems will enable US forces and the Armed Forces of the Philippines to train together on using advanced capabilities to defend the Philippines' sovereignty," Hegseth said.

"So together we'll encourage our other partners and allies in the region to step up their efforts and their cooperation to increase defense capabilities and strengthen deterrence," Hegseth said in reference to the Philippine Multilateral Maritime Cooperative Activity (MMCA) among allied nations amid China's aggression in the West Philippine Sea.

MANILA – The Armed Forces of the Philippines (AFP)  is planning to procure more missile systems, warshops and multi-role fighter jets in line with ongoing efforts to complete the integration of the country's air and missile defenses.

AFP chief Gen. Romeo Brawner Jr. announced this at the recently concluded 10th Raisina Dialogue held in New Delhi, India, according to a media release Saturday.

Brawner’s attendance at the Raisina Dialogue marked the first time the AFP participated in the annual geopolotics and geoeconomics conference.

It reflected the Philippines’ commitment to deepening international cooperation and addressing shared security concerns, according to the statement.

“We are looking at acquiring more missile systems to complete the integration of our air and missile defense. Alongside this, we will be purchasing more warships and multi-role fighter jets to build a strong and reliable deterrent force,” Brawner said.

The AFP modernization roadmap, he said, is anchored on a long-term strategy to develop both capability and deterrence.

With this development, the military reaffirmed its dedication to defending Philippine sovereignty and contributing to regional stability.

As its ongoing modernization program gains momentum, the AFP is ready to confront emerging threats and safeguard the nation's maritime and aerial domains through strategic capability-building, Brawner added.

Brawner stressed the importance of strategic partnerships, particularly with India, noting the successful defense collaboration exemplified by the BrahMos missile system, of which three batteries were acquired by the Philippines.

“India is a vital partner. Beyond procurement, we are looking into joint manufacturing, technology transfer, and local production in the Philippines to support our growing defense industry,” the AFP chief said.

MANILA – The Philippine Air Force (PAF) said Thursday its FA-50PH fleet would take part in aerial exercises with the Americans under "Cope Thunder Philippines 2025-1," scheduled on April 7-18.

In an interview, PAF spokesperson Col. Ma. Consuelo Castillo confirmed that the FA-50PH fighter jets would participate in the drills now that the fleet has been placed under operational status after the lifting of its grounding order on March 25.

"That's the plan. Cope Thunder (Philippines 2025-1) will be running from April 7 until the 18th and isa sa mga fleet na magpa-participate is yung FA-50 natin (and one of the fleets that would participate are the FA-50s)," she added.

The opening ceremony for Cope Thunder Philippines 2025-1 is scheduled at Clark Air Base in Mabalacat, Pampanga.

However, Castillo did not give the exact number of FA-50PH fighter jets that would join the 11-day exercise.

Eleven FA-50PH fighter jets remain in the PAF inventory following the crash of a similar aircraft last month. (PNA)

PAF's grounded fighter jet fleet now operational, mission capable

MANILA – The Philippine Air Force (PAF) on Thursday announced that all its 11 FA-50PH fighter jets are now in "operational status" and "mission capable" following the lifting of the grounding order against the aircraft.

"The PAF's FA-50 fleet has been placed on operational status effective 25 March 2025," PAF spokesperson Col. Ma. Consuelo Castillo said in an interview with the Philippine News Agency.

She also said these planes are now flying their assigned missions shortly after the lifting of the grounding order.

"The aircraft are now all airworthy and mission capable," Castillo said.

The grounding order was lifted after inspection of all remaining aircraft found no technical problems with the FA-50PH fleet.

The 11 FA-50PHs were grounded after one with tail number 002 crashed in Bukidnon last month.

Castillo said the PAF is preparing the accident report for the ill-fated aircraft.

"The official report is for finalization," she added.

The Philippines acquired 12 FA-50PH units from South Korea's Korea Aerospace Industries for PHP18.9 billion.

These were delivered from 2015 to 2017. The March accident was the first for the type since it was commissioned in PAF service. (PNA)

General Dynamics European Land Systems–Steyr will present a new variant of the PANDUR 6x6 EVO at AUSA Global Force in Huntsville, Alabama from March 25 to 27. The new Maneuver Short Range Air Defense, or M-SHORAD, variant is equipped with Moog's unmanned RIwP turret (Reconfigurable Integrated-weapons Platform), a proven, modular, and scalable weapons platform for air defense, anti-tank or fire support with a medium-caliber cannon and missile effectors.

The PANDUR with integrated RlwP is a further proof of the high flexibility and modularity of this family of vehicles. Based on the proven PANDUR platform, the system is equipped with a 30 x 113 mm caliber XM914 cannon and 2 x 4 launchers for Stinger anti-aircraft missiles. The cannon is able to fire ammunition with proximity fuse. A software-defined cognitive Ku-band, 4D medium-range pulse-Doppler radar of the next generation Echodyne EchoShield is used to monitor the airspace at close range and for target tracking. Two control consoles for the weapon system and the fire control computers are located inside the vehicle. The M-SHORAD PANDUR is particularly capable of providing highly mobile force protection against manned and unmanned airborne threats.

The current centerpiece of the U.S. Army's mobile air defense are the STRYKER-based SGT STOUT (M-SHORAD Inc 1) and the C-UAS program M-LIDS (Mobile Low slow small-unmanned aircraft Integrated Defeat System), both also using the RIwP turret. A total of 100 PANDUR 6x6 EVO will shortly be in service with the Austrian Armed Forces. In February 2024, the Austrian MoD has ordered a further 225 vehicles in twelve different mission variants.

The three-day AUSA Global Force Symposium & Exposition 2025 is expected to attract more than 6000 attendees. The event highlights how the U.S. Army will modernize and transform into a multi-domain capable force.

Bodi Kapal OPV Angkatan Laut Filipina Telah Terlihat Nyata 3 Apr 4:03 PM (6 days ago)

04 April 2025

At the 2025 Singapore Defence Technology Summit (Tech Summit), a joint team from DSTA and Thales showcased its recent collaboration on counter-drone technologies, with tangible outcomes that can potentially be integrated into systems currently in-use with the Singapore Armed Forces (SAF).

Over the last five months, engineers from both organisations co-developed Machine-Learning (ML)-enabled software modules that reduce the rate of false alarms in drone detection. By enhancing a radar’s sensor performance with the help of AI, the algorithms offer operators and end-users heightened situational awareness that enable faster and more accurate drone detection and classification.

Through this demonstration of a new Concept of Operations (CONOPs) in enhanced radar performance in drones, the team leveraged physics-, knowledge- and data-based AI, bringing together DSTA’s deep domain knowledge of the drone ecosystem and the technical and AI skills of Thales researchers and engineers. The announcement of the Co-Lab represents the next step in the strategic cooperation between DSTA and Thales, underscoring both parties’ ambitions to support the SAF in dealing with emerging and asymmetric threats.

"The DSTA-Thales Joint Lab marks a strategic step in advancing next-generation defence technologies. By harnessing AI and advanced sensing technologies, we are adopting a more agile approach to capability development, enabling us to tackle evolving threats. This collaboration reinforces DSTA's commitment to working with global partners to co-develop advanced capabilities, ensuring our defence systems remain robust, adaptive, and future-ready," said Mr Roy Chan, Deputy Chief Executive (Operations), DSTA.

Thales holds deep expertise and technological mastery in radars, with air traffic management radars used by the majority of civil aviation authorities in the region, as well as operating a Radar Centre of Excellence in Singapore. As a key partner to the SAF for over 50 years, Thales also operates a Defence Hub for services in Singapore, with skilled local expertise on-hand to support DSTA and Mindef for support and maintenance of systems currently in use with the armed forces.

NZ Army Combat Team Locked and Loaded for Major Waiouru Exercise 2 Apr 8:35 PM (7 days ago)

03 April 2025

From blowing up bridges to soldiers engaged in trench warfare, anti-tank javelin missiles and combat vehicles in full flight, Exercise Sangro is set to test Army’s range of capabilities and pack quite the punch (photos: NZArmy)

“It’s the first time various units have come together for this kind of live fire exercise and at this scale in a while, so it’s incredibly important for us,” said Lieutenant Colonel Caleb Berry, Commanding Officer of the Queen Alexandra’s Mounted Rifled (QAMR) armoured regiment.

Over the course of the next week and a half, close to 200 soldiers of Ngāti Tūmatauenga, the New Zealand Army, will descend on the Argo Valley in the Waiouru Military Training Area, to conduct a series of high intensity exercises.

These will see elements of armour, infantry, artillery, engineers, signals and logistics from across the 1st (NZ) Brigade, operating as an integrated Combat Team.

“The combat team will be tasked to advance and clear a route with known enemy positions, as well as unknown enemy positions,” said Lieutenant Colonel Berry.

“They will come under fire from enemy positions and conduct either troop or combat team level quick and deliberate attacks.”

The exercise will test commanders’ abilities to make the right decisions under pressure in the midst of a very realistic scenario, and show the effectiveness of the NZ Army’s combat units as they attack, dominate and win various encounters.

Beyond the Army’s combat capability, Exercise Sangro will also test our units’ agility when responding to fast-paced, evolving situations.

Included in the combat team are the latest protected vehicle in the NZ Army’s arsenal, the Bushmaster – an armoured vehicle that provides a high level of protection and mobility to soldiers.

“This exercise is crucial to our journey of bringing the Bushmaster up to full operational readiness."

The Bushmaster, which has a mounted machine gun for protection, will be supporting the NZ Army’s primary combat vehicle, the Light Armoured Vehicle (LAV), with its 25mm cannon capable of engaging with the enemy at ranges up to 2400m.

Exercise Sangro will ultimately conclude with the LAV Motorised Infantry capability being certified at the Combat Team level. This means it can integrate seamlessly within an Australian Battlegroup, on coalition warfighting operations.

“Our big exercises coming up later this year are Diamond Strike, with 7th Australian Brigade in June, and Talisman Sabre held in Australia in July, and the Combat Team that we’re testing here in Waiouru this week is the one that will be crossing the ditch in a couple of months – so getting this exercise right is crucial for our interoperability with Aussie counterparts, which plays a significant role in our shared focus on the security and stability of our wider region.”

Exercise Sangro will run from March 24 through to April 4.
