Do you have U-Verse or DSL? U-Verse is NOT capped at the present time and does offer speeds up to 24Mbps. I believe AT&T DSL does cap, but since I don't have it, I really can't help you there.

They don't only have foreign call centers, they have a TON of outsourced people believe me.

I just connected in for the first time in two weeks. And even then, the first screen said "under construction" or something. Yes, the site needs to either be fixed, or be fixed but good.

Is there any news on when the Uverse service will start offering plans with more than just a pathetic 1.5mbps down? The fact that att caps that up stream speed really annoys me.

No, not even close to more offshore than on, AT&T employs something like 300,000 directly in the US, foreign call centers aren't even a fraction of that.
